  Call-to-Service of Training of Reservist Draftees of Substitute Services and Legal Education & Disaster Rescue Supporting Drill for Substitute Services Draftees in Chiayi City

In order to effectively employ the human power of young substitute civilian servicemen in supporting the tasks of disaster prevention and rescue to respond to frequent disasters in Taiwan, the 2019 Call-to-Service of Reservist Draftees of Substitute Services and the 2nd half of the year Legal Education, On-job Training & Disaster Rescue Supporting Drill for Substitute Services Draftees were held today (23rd) before noon at Chiayi Evergreen Garden. Li Hao-Sheng, Chief Secretary of Conscription Agency, Ministry of the Interior, and Liu Mei-Feng, Director of Civil Affairs Bureau, Chiayi City Government, together presided over the opening ceremony, which a lot of people attended and was with active atmosphere.   

According to Li Hao-Sheng, Chief Secretary of Conscription Agency, since 2000, the system of substitute service has been enforced, and till date there are 321,000 reservist draftees nationwide who had completed their substitute services, of whom 4,300 are controlled by Chiayi City government. Article 59 of Enforcement Statue for Substitute Services stipulates that the substitute services draftees having completed the required military services shall be covered in duty organization on the grounds of the categories of service, expertise, age, and physical grading for routine training in peacetime and shall be called into service of duties in wartime in order to continue the enthusiasm and spirit for serving the society. Besides, in order to effectively engage the incumbent substitute services draftees in the tasks of disaster prevention and rescue, the Agency promulgated the “Guidance for employing general substitute services draftees to support in disaster prevention and rescue” whereby to increase the capacity of local governments in employing draftees to support in disaster rescue.

This Call-to-Service of Training of Reservist Draftees of Substitute Services and the 2nd half of the year Legal Education, On-job Training & Disaster Rescue Supporting Drill for Substitute Services Draftees were attended by a total of 270 draftees. The training included national defense education for all people and the course of knowledge of disaster prevention and rescue, coupled with the operation of emergency measures like using escape equipment, firefighting equipment, and first aid, whereby to strengthen the knowledge and skills of disaster prevention and rescue in the draftees. The event served to nurture Taiwan’s young human power of disaster prevention and rescue to be used in daily emergencies or to support in the recovery tasks during or after disasters in future.
